Licenses Required for ISPs in Pakistan

ISP:

ISP is short for Internet Service Provider, a company that provides internet facilities to individuals and other companies. ISP also provides a platform for web site creation and virtual hosting. ISP can also sometimes be referred as IAP, Internet Access Provider.

With the passage of time ISPs (Internet service providers) are progressing in terms of bandwidth and efficiency.  Right now Cable television networks that already have wired access to their customers are providing high speed internet and are becoming the foremost ISPs in their service areas. ISPs have changed the overall dynamic of internet usage by improving their modes of transmission, better connectivity techniques and efficient infrastructure, thus opening new horizons for the market to explore.

ISPs are regulated and need licenses to work lawfully and properly everywhere around the globe. These Licenses are provided by their telecommunication authorities. Pakistan Telecommunication Authority (PTA) regulates the ISPs in Pakistan. Here is the list of licenses that are required for an ISP to legally operate in Pakistan:

Local Loop License:

Local loop license is primarily required to get the basic infrastructure for an ISP like to get connection from the ISP to the end user. It authorizes the ISP to construct a local network in a licensed region.  It can be both fixed or wireless. If an ISP requires radio frequency for wireless networks, it comes with additional requirements, such as approval from PTA on auction basis. This license is required if an ISP has to build infrastructure from the scratch, if it is already in place then there will be no need for LL License.

 

Class Value Added Services License (CVAS):

CVAS is basically of 2 types:

  1. Data type
  2. Voice type

Here we shall talk about the CVAS-Data type that allows its users Internet Access, Vehicle Tracking and Data Services and other provided by the authority from time to time. It is an obligatory license for every ISP to be up and running in Pakistan. It is a license given by PTA that gives an ISP permission to work for 15 years in region. The ISP needs to provide certain details to get the license such as: a detailed business plan, Technical, Network, Financial, Infrastructural and Maintenance plan.

 

Type Approval:

According to PTA Act 1996 (Section 29) every fixed or wireless equipment such as Network Devices, Terminals, Access Points and Routers etc. should be PTA approved or else it shall be blocked for public usage. PTA’s team can visit any ISP to ensure that all the equipment being used is PTA approved or not.
